Tho schome submitted by 1. Hevillo was intended to

cover the production of the ray material and the manufacture

of harmful narcotic drugs derived therefrom. The quantities

of opium end coca leaves to be produced for erport either in

total or by each country individually, should be fixed. The

production of opium and coca leaves should be confined to the

present producing states (5 States for opium end 3 for Coca).

Import of the raw material for the venufacture of narcotic

drugs should be confined to the states at present manufacturing.

The quantity to be imported by each manufacturing state should

be fixed. iknufacture for export should be confined to states

at present manufacturing for that purpose; the import and the

export of opium, coce leaves and derivatives, and preparations

should be restricted to medicinal and scientific purposes.

Arrangements should be provided to permit production and mau-

facture by states not now producing and manufacturing. The

Import and sport Certificate System should be universally applied.

An International vera of Committee should be established to

regulate and adjust such modifications as might be necessary in

the schedules of the quantities allotted to manufacturing or

producing states, These modifications might be due to the

varying estime tos submitted by the Governments of the various

countries. The Board should further ensure completo publicity

regarding the amount of opium and coca leaves produced, the
